Exporting online license is no longer allowed

Purpose

Exporting online license is pointless as they can always be installed on a new machine. License export/import is designed for backup/restore of offline (bound, comitted) license. And restoring online license after comitting is not possible. Online license is managed by license server and the act to commit tells the license server that the code is no longer managed by license server. So even if the online license is restored, license server no longer validate it, making the license unusable.

To backup/restore license, users must backup only offline license. After version 922, there's mistake-proofing prevent users from exporting online license.
