After the process of committing, the license is now beyond the reach of the software publisher, only the administrator has the authorization and the access to manage the license code.

Under such circumstance the internet connection is no longer required for routine operation. The operation to bind a license to a computer is called "commit". If you committed a license to a computer, it became fused with that specific computer state (including its system and the underlying hardware). If you change the underlying system or hardware, you risk losing the license, therefore, the license backup is recommended.
