If one decide to upgrade Professional license to Intelligent, does one pay only difference or full price?

The short answer is that one needs to pay full price.

The Professional Edition license is for one camera to have Professional Edition function set. Similarly, Intelligent Edition license is for one camera to have Intelligent Edition function set. Currently, we don’t have the special license upgrade option on per-channel basis. So basically you need to decide which edition you want to buy at the moment you buy.
